再生可能エネルギー容量は７５９万キロワット（原発約７基分）あったのに、公表された試算は供給ゼロだった。また、一部火力発電所で定期検査による稼働停止時期を猛暑の８月に設定したり、大口契約者への格安電気料金と引き換えに需給逼迫（ひっぱく）時の利用削減を義務づける「需給調整契約」による削減見込みもゼロとしていた。夜間の余剰電力を昼間に利用する「揚水発電」の供給力も低めに設定されていた
